When was the Capitol founded and by whom?

Many if not all historical buildings have the word "Founded" engraved upon them...why

“President Washington laid the cornerstone of the U.S. Capitol in the building's southeast corner on September 18, 1793, with Masonic ceremonies.”

From day one…it’s been a ritual and lies…

The Capitol was already built when the colonizers arrived…lots of buildings were…Founded
